The Development of TOGAF TOGAF has come a long way since its inception in 1994 at the instigation of The Open Group¿s User Council (as it then was)¿representatives of the computer user community among The Open Group membership. The original development of TOGAF was based on the Technical - chitecture Framework for Information Management (TAFIM) developed by the U.S. Department of Defense.
